- 1. (1) The occupier of any premises which are not adequately protected from flies by

PUBLIC HEALTH (FLY CONTROL) REGULATIONS 1930

[made on 12 August 1930 under section 155 of the Public Health Act 1930 [repealed] and brought into operation on 4 May 1931]
1.
(1) The occupier of any premises which are not adequately protected from flies by sufficient wire screens maintained in good order may be required by a Health Inspector to provide for the destruction of flies on such premises by one of the following methods—
(a) poisonous or other fly-papers;
(b) poisonous solutions;
(c) mechanical fly-traps.

(2) Any person aggrieved by the action of a Health Inspector under paragraph (1) may state his grievance to the Chief Environmental Health Officer, who shall forward it in writing to the Minister.

Hotels, restaurants, boarding houses must have fly screens
2 The proprietor or manager of every hotel, restaurant, and boarding house shall cause those portions thereof where food is prepared and served to be adequately protected from flies by sufficient wire screens maintained in good order.
3. Sale of food
(1) The proprietor or manager of every store wherein meat, fish, game, poultry, or other food for human consumption liable to contamination by flies is sold or exposed for sale otherwise than in sealed or sufficiently covered containers, shall cause every portion of such premises where such articles are stored or sold to be constructed and maintained in such manner as to prevent access by flies.
(2) No person shall sell or expose for sale any food for human consumption liable to contamination by flies unless the food is adequately protected from flies by screens, covers, or otherwise.
Transportation of food
4 No person shall transport or deliver food for human consumption liable to contamination by flies or dust unless the same is adequately protected from flies.
Drains and garbage receptacles
5 Every owner or occupier shall cause every privy pit, drain from sink, and receptacle for garbage, to be so constructed and maintained as to prevent flies from contact with the contents thereof
6. Time limit for keeping offensive matter on premises
(1) No offal, dead animal, swill for pigs, or filthy or offensive matter of any kind, shall remain in or upon any premises for a longer period than six hours, unless within a receptacle of non-absorbent material with a proper top to exclude flies, in which case it may remain for twenty-four hours.
(2) When not in use such receptacles must be kept clean.
(3) All offal, dead animals, and filthy or offensive matter of any kind, must be disposed of by burial or burning.
(4) The occupier of any premises shall be deemed to be liable for the due observance of this regulation: Provided that—
(a) in the case of a tenement house and of a house let in rooms the occupier, lessee and owner shall all be liable; and

(b) in the case of a slaughter house the slaughterman shall be liable.
7. Stables
(1) The occupier of premises on which there is a stable wherein any horse, mule or ass is kept shall cause the stable to be cleaned daily and shall cause all dung sweepings to be placed in a closely covered receptacle so as to prevent the breeding of flies.
(2) Any such receptacle shall be emptied, or the dung within it treated, as frequently and in such a place and manner as may be necessary to prevent the breeding of flies.
8. Pigsties
(1) The owner of every pigsty shall cause the sty to be kept thoroughly cleansed, and shall cause all manure, sweepings, and filth therefrom be disposed of to the satisfaction of the Health Department.
(2) Swine shall not be kept within 100 feet of any dwelling, church, school, shop, place of amusement, or highway, except by written permission of the Minister.
9. Chicken houses; rabbit hutches
(1) The owner of every chicken house or rabbit hutch shall cause the same to be kept thoroughly cleaned, and all refuse therefrom shall be disposed of in the manner provided by regulation 7.
(2) In the case of tenement houses and houses let in rooms which have a small enclosed yard for the use of the inmates in common, such a yard shall not be used for the keeping of chickens or rabbits except by written permission of the Minister.
Slop water not to be thrown on ground
10 The occupier of any premises shall not permit slop water of any kind be thrown on the surface of the ground.
